Government in practice as opposed to government in theory

One of the causes of the Big Three's--particularly GM's--problems is that they sell to too many inefficiently small dealerships. Q: Why don't they, and the market, reduce the number of too-small dealerships? A: Car dealers are nurtured and protected by local governments (LA Times, 4/13).
